Railway Community Safety Forum 2008 - Communities working in partnership

Community safety is one of the rail industry’s highest priorities. Like other industries, it is confronted by the challenges of tackling crime and anti-social behaviour which can affect both staff and the public, and cost the industry dearly. Crucially, as an industry we realise that in order to tackle community safety issues, we must all work together.

This Forum, organised by the Rail Safety and Standards Board (RSSB), offers delegates the opportunity to learn about some of the programmes and initiatives employed to combat crime and anti-social behaviour and find out how we can work together in a unified approach.

‘Governing Through Anti-Social Behaviour’ ESRC - a series of ASB seminars running throughout 2008

Thursday 17th
Anti-Social Behaviour, Urban Spaces and the Night-time Economy
Considering the regulation of ASB in public and quasi-public spaces during day and night-time economies, this seminar will focus upon the policing of disorder-related problems associated with prostitution, drug use and alcohol consumption, with specific consideration on the use and implications of dispersal orders and designated public places orders, and the role of Business Improvement Districts and proposed Alcohol Disorder Zones in regulating urban spaces.

The 13th National Community Safety Network Annual Conference is the largest event of its kind in the community safety calendar. There is a clear objective for the 2008 two-day event which is to 'Share good practice to make a difference'.

The programme is being developed by a multi-agency group, looking at the latest policies and thinking, on a range of cross-cutting issues.

‘Governing Through Anti-Social Behaviour’ ESRC - a series of ASB seminars running throughout 2008

Diversity and Anti-Social Behaviour
This seminar will analyse the interface between ASB and the policing of security, post 7/7 anti-terrorism concerns and government policies, for understandings of, and responses to diversity and faith. The cultural meanings of ASB and disorder, plus the differing responses to and impact of interventions on diverse minority ethnic and social groups will be explored, including gender assumptions, dynamics and implications of ASB. The connections between ASB interventions and civil renewal processes will be considered, and links between the Government’s ASB and Diversity agendas for theory, policy and practice explored.

Comparative Experiences of Governing Anti-Social Behaviour and Disorder
This seminar will consider comparative policy developments with regard to behavioural control, focusing particularly on France and the Netherlands, and North America; the differences and similarities within countries of the UK will also be considered. By contrasting the experiences of different European countries, this seminar will seek to use comparative insights to draw out conceptual conclusions about policy transfer, and the connections between crime control, behavioural regulation and culture.

NCSN Regional Community Safety Conference :
The Challenge of Multi-Agency Working – Problem Solving in Partnership

As Neighbourhood Policing becomes increasingly established it is clear that it represents a fundamental shift in the relationships between communities and how they are policed. At the heart of this relationship is effective community engagement leading to tackling the priorities that they identify. Many of the priorities that affect people’s feelings of safety and impact on the quality of life require multi-agency responses, ideally supported by community involvement.

This one day conference addresses key issues in this challenging and topical policy area.

Situating Anti-Social Behaviour and Respect aims to disseminate the principal findings of the seminar series and to draw out broader conceptual insights. It will explore the philosophies and politics of ASB and the practical lessons derived from implementation of the diverse new technologies and mechanisms of control. A 4-page document summarizing the key themes and implications of the seminar series will be disseminated at the final conference.
